INTRODUCTION
Many hazardous-area heater delays occur because the thermal data is available but the Ex requirements are incomplete.
A clear RFQ should define both process duty and certification duty before detailed design starts.
1. Process Data
Provide:
- medium
- composition
- normal/max flow
- inlet temperature
- target outlet temperature
- working pressure
- design pressure
- allowable pressure drop
- required power
- viscosity/fouling data where relevant
- connection size and flange standard
2. Hazardous-Area Data
Provide:
- area classification
- gas or vapor identity
- gas group
- temperature class
- EPL where applicable
- ambient-temperature range
- indoor/outdoor installation
- IP requirement
- cable system
- dust classification if applicable
3. Certification Requirement
State clearly which conformity route is mandatory.
Examples:
- China-market explosion-protection certification requirements, including CCC where applicable
- IECEx
- ATEX under Directive 2014/34/EU for relevant EU market applications
- third-party project approval
- offshore / marine requirements
Do not request only “international Ex certificate.” Name the required scheme.
4. IECEx and ATEX
IECEx is an international conformity-assessment system based on standards for equipment used in explosive atmospheres.
ATEX Directive 2014/34/EU is European Union product legislation covering equipment and protective systems intended for use in potentially explosive atmospheres. The separate Workplace Directive 1999/92/EC addresses minimum requirements for protecting workers potentially at risk from explosive atmospheres. This guide focuses on equipment selection and product conformity, not workplace classification obligations.
They are not the same legal or certification framework.
The project should confirm which documentation is required for the destination market.
5. Heater Scope
Clarify whether supply includes:
- heater body
- Ex terminal box
- heating elements
- sensors
- cable glands
- local junction boxes
- control cabinet
- PLC/HMI
- flow instruments
- pressure instruments
- level instruments
- skid frame
- piping and valves
- insulation
- field cables
6. Required Drawings
Typical project drawings may include:
- general arrangement
- heater outline
- nozzle orientation
- foundation or skid drawing
- P&ID
- electrical single line
- wiring diagram
- terminal plan
- control-panel layout
- cable schedule
- instrument hook-up where agreed
7. Technical Documents
May include, as agreed:
- datasheet
- material list
- calculation summary
- instrument list
- I/O list
- alarm/trip matrix
- operation manual
- inspection plan
- test records
- certificate copies
- packing list
8. Inspection and FAT
The agreed inspection scope can include:
- dimensional inspection
- resistance check
- insulation-resistance test
- dielectric-withstand test
- wiring verification
- panel power-on test
- alarm/interlock simulation
- instrument certificate review
- functional sequence test
- pressure test where applicable and included
- visual and marking inspection
Exact FAT items and acceptance criteria should be agreed before order.
9. Certification Boundary
One of the most important questions is:
Which exact items are required to carry Ex certification?
For example:
- heater terminal enclosure
- complete heater assembly
- temperature sensors
- cable glands
- junction boxes
- field instruments
- control cabinet
The required certification boundary must be confirmed before quotation.
10. Vendor Clarifications
Before order, clarify:
- applicable standard edition
- certificate language
- document language
- drawing approval process
- third-party witness requirement
- customer hold points
- delivery documentation format
- electronic / hard-copy requirements
- nameplate language
- spare parts
- commissioning support
11. RFQ Checklist
Minimum recommended RFQ package:
- process datasheet
- hazardous-area datasheet
- certification requirement
- project specification
- electrical specification
- instrument specification
- required drawings/documents list
- inspection/FAT requirement
- destination country
- supply boundary

Engineering Note
This series is for technical explanation and preliminary engineering reference. Hazardous-area classification, protection concept, certification route, temperature class, installation requirements and final equipment selection must be confirmed from the actual project, applicable code, authority having jurisdiction and agreed certification scope. A certificate issued under one national or regional scheme should not be assumed to satisfy another scheme automatically.
